Extensive experience in complex litigation regarding utility rates and services.

Knowledgeable regarding electric transmission issues and Regional Transmission Organizations.

Experienced in appellate practice, including preparation of appellate briefs and oral argument.

Representative Litigation

  • Led the litigation of a major utility retail rate proceeding at the Kansas Corporation Commission, which involved the negotiation of multiple settlement agreements, an evidentiary hearing on remaining contested issues, and preparation of legal briefs and numerous additional pleadings.
  • Successfully defended a state agency decision at the Kansas Court of Appeals. S&T Telephone Co-op. Ass'n, Inc. v. State Corp. Comm'n of the State of Kansas, 48 Kan. App. 2d 290, 291 P.3d 490 (Kan. App. 2012).
  • Achieved desired outcome for client in a litigated regulatory proceeding examining the need for network of electric vehicle charging stations in Kansas City.
  • Participation in numerous investigative proceedings at the Kansas Corporation Commission, requiring the preparation of comments and legal briefs advancing client's position and cross-examination of expert witnesses in administrative hearings.
